This 3rd Empire is the one we see in the Elder Scrolls series, taking heavy inspiration from Roman and Medieval cultures. Once the 2nd Empire fell, many of Tamriel's provinces warred against each other, until Tiber Septim managed to conquer all of Tamriel, and eventually acheived Godhood. The Mede empire lacks the blades, the heart and the sword of the empire. The developers were planning the downfall of the empire from the time of Morrowind, as we know from the Tiber Septim appearance. It fell, only to become the 2nd Empire lead by Reman Cyrodill, whom carried Alessia's ancient Amulet of Kings. So, if the Empire win the 'Great War 2: Even More Great' against the Thalmor, Id say the Empire could unite Tamriel again. Once victorious, they started the Alessian Empire, which lasted till the end of the 1st Era. She rallied the other slaves in Cyrodill, leading a bloody war. Alessia had been given a message by Akatosh, cheif of the Aedra. The Alyeids worshipped both Aedra and Daedra, and grew to unrivalled strength. Their origins can be traced to ancient Nord tribes who travelled southward, only to be enslaved by the Alyeid Elves.
What they lack in strength and magic, they make up for in intellect. The Imperials are the uniting force of Tamriel. (Based off of the Imperial loading screen from Skyrim)
